There is much to do.
The key instrument of community development is the Gloucester Interdependence Fund (GIF). This possibility was discussed with local bankers in 1999, just before the dot.com debacle; the idea of the GIF was brought to the attention of our City Council in 2008, just before the Stock Market Crash: the Council approved it unanimously, but the effort died on the desk of our Mayor. The idea was finally published on Econintersect a few months ago, just before the recent violent gyrations of the Stock Market.
